number of followers matters or not?

Guys! Please let me know that the number of our Instagram followers matters or not for winning the giveaway? I've recently made my account for reviews of skincare products & I've less than 40 followers right now. Do they select winners through a lucky draw?

I don't think so, I see many winners even below 200 followers and I know some people with smaller following than mine (7,5k) gets chosen more often than I do - I was picked only once.
