You're right, serum first on damp skin. 
Then moisturizer about 30 seconds after the serum! 

yes as most moisturizers have ha anyways ! you’ll be fine 

yes two  product that contained HA can be used at the same routine 

of course it's okay. You can use hyaluronic acid serum and moisturizer at the same time
