Mineral filters in tone ups usually can cause dry patches. As for BB creams there are better and worse ones but for that I use a normal spf under and skin prep too

It may be not the dry skin but the flaky/dead skin cells, from not being exfoliated. I have oily skin, and if I don't exfoliate, once I apply bb cream/foundation/primer it will show those dry patches. Anyway for the skin prep, you can try products like torriden dive-in serum or Pyunkang yul essence-toner they will definitely get your skin hydrated.
Another option is to go with product like Amuse Peach cream, which is a moisturizer +tone up+spf or like you've mentioned a very hydrating bb and a sebum control/setting powder.

I have Heimish one, and I don't find it drying at all. Wore it last time a couple of days ago to the restaurant, celebrating our wedding anniversary - my super oily skin stayed matte for about 4 hours, which was a blessing. No tightness either. But my skin is oily, not combo.

I have dry skin and Heimish is the easiest of the BB and CC creams to wear. But I do moisturize and put cream sunscreen on under and only use a light BB layer. If you feel this way try adjusting the creams with a touch of moisturizer when applying or reapplying and see if it helps. Also not using powder products and sticking to liquids, creams and sprays for added moisture.
