When applying with the hands you have to be gentle so it doesn't foam up, but I've found that to be the case with most of my favorite watery toners so it isn't a big deal for me.

Mugwort Calming Toner
I love how calming this toner is! It soothes my redness and it also smells very refreshing! It absorbs into my skin very quickly. Its perfect for my sensitive skin!
It might not be hydrating enough if you are looking for a hydrating toner.

A watery hydrating toner with one of my favorite soothing ingredients: mugwort I like that it doesn’t have any essentials oils or fragrance

Mugwort Calming Toner
It felt nice on my skin and I love mugwort as an ingredient.
However, it didn’t do anything else. I didn’t get any calming effect whatsoever using this toner
