It is true that it has a cooling effect, but not that cooling that is exaggerated. If I wanted to have a more refreshing feeling, I just let it cool with the mini ref.

Well it has a cooling effect but it's too oily in my face, I don't know why. And I think it is not recommended for the people who have an oily skin, much better for dry skin.
