It has 2% Niacinamide. I&#39;m not getting the brightening effect of this toner yet, I still have to give it some time to work its power.

This is a holy grail. It is cheap and generous in size. This toner&#47;serum&#47;moisturizer really soothes my irritated skin and tames my breakouts. The consistency is thick and fast absorbing! I love it!
