It has been very good at hydrating my skin. Yep, it's hydrating enough that my oily skin was doing good with just this. When the a/c is colder than usual, I spray 2-4 layers and I'm good. Like a lot of hydrating toners, there's some tackiness at first but once absorbed, the tackiness is gone.
My only problem is the spray. It doesn't spray a fine mist so I've been spraying it on my palms and patting it on my face instead. When I'm in a hurry, I spray it on my face and get a few droplets here and there so close your eyes!
