Toleriane Double Repair Moisturizer

I have no idea?! Would love tongwt feedback on this as others seem to love it!

IM SO SO SO CONFUSED! This product is MADE FOR ME. Dry/Sensitive, Rosacea, skin owner loves moisture, etc. I have NO CLUE how this moisturizer does not work for me. It flakes and cakes on my skin. Wothout SPF it looks like suncream with SPF 80 and leaves residue behind. I dont feel moisturized and even...dare i say...DRIER THAN BEFORE?!
