Finding a perfect moisturizer for my dry/sensetive skin is super hard for me I akways get some allergic reactions when I apply it in my skin so I thought recently about using toners instead but I am not really sûre of what to do

What's better toners or moisturize?

I've been always suffering with acne scars and white and dark head around my nose and my chine I don't really know what to do about them and what is the right routine that I should follow
