Either way is fine. You can use it after toner or after washing your face if you don't use toners. But I think it is better to apply it on damp skin if you don't use toners

Personally, I apply everything on damp skin except for exfoliators. Products absorbs well on damp skin, as for me. ๐

I usually apply after exfolianting toner or hydrating toner. Dry or damp? There is no actives here that could react with wet or dry skin
