SPF OR MOISTURIZER FIRST

I’m using a chemical sunscreen for protection and a moisturizer every morning but i don’t know which one to apply first for it to be effective because they say chemical sunscreen needs to penetrate in your skin thus it should be applied first but some also said that sunscreen should always be the last step in your morning skincare. This is the products that I use.
