The way I understand it, hydrating involves increasing the water content of your skin. Just like you're hydrating your body when you drink water.
Moisturizing involves more emoliants and occlusives to keep water from escaping your skin by sealing it in with lipids.
I've really liked these products when it comes to hydrating my skin, and sometimes I use straight up aloe gel.

Above people had explained it, but to put it simply, it's like this.
When your skin is feeling tight, you're dehydrated and you need hydration.
Personally, i love the skin1004 hyalu-cica line on this regard.
On the other hand, If you're skin is more on flaking and itchy, it's dry you need moisture.
Sometimes both happen at the same time sometimes one at a time.
