Your doing it correctly. Make sure you read the instructions in the packet. Some cleansing oils dont require emulsification (with water) some do.
Otherwise a cleansing Balm might work better for you

oh I saw you have oily skin .
I see you use cleansing oil maybe in night routine to remove sunscreen and all other things , use cleansing oil just like that and wash off with luck warm water - for oily skin its great of you do double cleansing .
after ckeansing oil use foamy cleanser to complete your double cleansing game โค

Cleansing oils should be dissolvable by water, so it's good that you use it on dry hands and face. I like to massage it for a minute instead of only waiting. ๐ Then, you can either slowly add water, so it becomes emulsified and continue massaging or wash it off right away. A good oil cleanser should be easy to wash off because it dissolves.
I would then use a second cleanse (regardless of skin type).

After using the cleansing oil and rubbing over my face, I usually wet my hands and go over the oilโฆ this would create a milky texture all over and use more water to wash it all off.
