Hello, the main difference between the oil and the extract is the concentration of fragrance components and antioxidants. The oil is much more concentrated than the extract. They share the same components though. If you're sensitive to the oil, the extract might be harmless.

I own eucalyptus oil but not for my face, i havent use it for my face too but i use it when im cold or have a stomachache then its my go to for make my belly warm

Hmmm is it ingredients on some products?
Maybe you can check with patch test first.
But i think oil will be heavy for skin. 🤔🤔
