It is banned in the state of Hawaii (among several other sunscreen filters) due to the concern of reef damaging properties but there are many speculation around the study, some say more studies need to be done and some firmly believe in that particular study, so even scientists are still in debate around it. But if you’re really interested in it, there are some videos talking about it one of them is from LabMuffin and also Dr. Sherenee Idriss both have different opinion about this issue.

Exactly, I wanted to write the same - banning ingredient just because of one study has no sense and I understand why Hawaii and Thailand did that - reef is one of the things that makes tourists visit such places but there are other things that shouldn't be banned but they are not and they are worse than octocrylene
