Q1. yes you can. Because the concentration of salicylic acid in cleansers are relatively low and you also wash them off after a few seconds/minutes on the face so the effects are not that significant.
Q2. also yes. you can use them together with no issues 🤍

I use a salicylic acid cleanser and vitamin c together. The cleanser is washed off. I wouldn't use a toner/serum/etc with salicylic acid with vitamin c
