No. Ice can only depuff, help with inflammation but should never be used directly on skin.
It has no affect on pore appearance - but salicylic acid, niacinamide, retinoids, clay masks and hydration do!

i have eczema, so when my skin flares up (all red and itchy) ice helps the inflammation to some degree. but i am not sure about it minimizing open pores
