It is kind of but damn when i added it in my routine, i was blown away. I have oily dehydrated skin, when i got it i had impaired skin barrier ,using it with other soothing ingredients it definitely made a difference. It increase penetration of other products. I can definitely say that my skin is not as dehydrated as it used to be and this one played a major role I have never felt that it dried my skin I never intentionally dampened my skin before applying it and it has never been an issue Or if you think so use a light toner before Avoid using it with Retinoids/acids as it can increase its penetration which inreturn can increase irritation
