I need help. 100+ degree heat and my makeup is melting off! originally from San Diego California now in Tucson, Arizona and my face is just not able to keep up with this heat

Hello all!  I need help 
I have severe bags under my eyes from stress and lack of sleep.  What products can help me with the puffiness?   I know I can’t get rid of it all but a little firmness or less sagging would be amazing.  I’m too young to look this old
