In general, sunscreen should be applied to dry surface of the skin. The reason for that is because we do not want to interfere with the formulation. You see, with damp skin, there might be some trouble along the way with the application which leads to inefficacious or less efficacy protection.

you want your sunscreen applied on dry skin for it to form that protective film.
Applying it on wet/damp skin can cause it to pill, dissolve and not form that protective layer you want

hmmm this is depends on your moisturizer. sometimes the matte finishing moisturizer make sunscreen a little hard to blend, such physical sunscreen. i usually apply it before my skin too matte or dry.

I think all sunscreens should be applied on dry skin. why would you want to apply it on wet?? haha just curious

The chemical sunscreen that I use contains lots of plant extracts and hyaluronic acid hehe

I have tried applying on dry and damp skin. The problem with damp skin is it won't blend well with the products beforehand. In terms of dry, maybe wait for your moisturizer to set for a while then apply sunscreen to avoid pilling.
