Not always. I live in Dk, so it depends on the season
In the winter, we have so few hours of light and some days it's still night when I bike to work and night again when I bike back home. I don't need sunscreen as my office is facing North
In the Spring or Summer I will wear sunscreen in the morning. If the UV index is 0 on my way home, I won't reapply
Before anyone starts calling me irresponsible or accusing me of promoting skin cancer, I must say that most doctors in Scandinavia recommend sun exposure (if there's any) without sunscreen 15 min a day in the winter season.

Very rarely is uv index 0 in Australia. π€£
Normally its between 4-7 in winter/Autumn, 8-12 in spring and 12-16 in summer. π¬π¨
But the off chance that its 0 I dont apply or reapply. Now before anyone calls me irresponsible please have look at what a UV index actually means.
I have an Australian app that tracts UV index throughout the day by the hour and weather. It gives you the time spf is highly required which usually starts around 0930 to 1630. Much more accurate than the UV index in the weather app too
