for dull skin, u may want getting rid of the dead skin cells first. try exfoliate your skin with aha or bha. it can help with acne too! vit c, niacinamide, arbutin, etc. does help a lot for dull skin too. do recognize what your dull skin look like and go for suitable product for it. sometimes all u need just hydration for the skin too
for pimple marks, vit c, niacinamide, arbutin, aha would help for those

I like to use this serum below to get rid of acne scar... and also in general, you can use an exfoliator 2-3 times a week, use vitamin C in the morning and vitamin A at night (with vitamin A, start with 1-2 times a week and gradually increase frequency), wear sunscreen daily
