Because it seals everything in, it can make the effect of active ingredients stronger, which could be too much for your skin.

Yes but if your skin is all that red and itching I would step back from actives and use a basic routine for a while until your skin isn't that irritated anymore.
For me vasline worked really good! Just make sure to use a thin layer.

I think it is okay to put it on face, but never try it for myself before since i lived in very humid country

I guess if your skin is flaky or cracking then its fine. If the dryness is not severe then just use moisturizer or use moisturizing facial mask.
