Dry/Resilient
The best way is to invest in laser hair removal. This was the only way I could stop ingrown hairs, chicken skin and prevent discoloration.
Periodic exfoliating acids also help.
If not try hair cream remover.

I'm not sure if it works but I'm testing out this routine I have now. I exfoliate with a toner I have before shaving and also for every 3x a week. I use a vit c serum that I don't use for my face anymore everyday and I follow up with a brightening cream I find online. It gets lighter but discolouration is still there
