Niacinamide serum is probably the best to regulate your sebum/oil production. my favourite is the one from Tiam but it contains 10% niacinamide.
some people find 10% niacinamide cause irritation to them. The rice toner and good molecules contains quite high of niacinamide too so these can be an alternative

I also have oily skin and hyaluronic acid aswell as gel water based creams have worked best for me as they are light and hydrating without adding more oil to my skin OR stripping/drying it out causing irritation or more oil production! 🤩
