Oily/Sensitive
I know that you look for a moisturiser but I use the cc melano vitamin c essence by Rotho Mentholatum and it has a brightening effect + helps with hyperpigmentation. So I would recommend you this brand. 💛 it's a bit oily (the Essence) but you could combine it with another essence.

Dry/Resilient
I would recommend a tone up cream. There is a learning curve to it but it does provide instant brightness. This is just some to try. A lot of Korean brands carry them.
BB/CC creams with “universal” also do the same but these universal shades need a little trial an error

It depends on your skin undertone. It can get ashy if it’s not suitable but it’s relatively sheer

I have tried some by mi yuja niacin toner before. but it seems like it's not very effective for my skin. I do exfoliate twice per week and use sunscreen and reapply every 2-3hours. but I am not very sure why my face looks abit darker compared to my body skin nowadays. thanks for sharing it. if u have any products recommendation, feel free to recommend ya🙂
