can anyone explain "damp skin"?

i have heard "damp skin" so often but i don't understand what is it, can anyone explain it pls they also said that when applying hyaluronic acid serum, it should be applied on damp skin and not dry skin

Damp skin means the condition of skin right after you wash your face, or after you applied toner/essence. The surface of skin is wet, but not dripping kind of wet.

The kind where you can still feel moisture on the surface of your skin but not a very wet feeling. Hyaluronic acid can still be applied on dry skin though. It is a myth that hyaluronic acid draws out water from your skin

Damp skin. Literally damp/ wet, just fresh from cleansing your face. After cleansing, don't use any face towel to dry you face, just tap until there's no dripping water, then apply your skincare immediately.

Damp skin means where your skin condition is still wet but not kind of dripping. you still feel the moist on your skin. I've heard that putting the hyaluronic acid (HA) on the damp skin is better then putting it on dry skin as the 1 molecule of the product can absord the water on your face and can store the water up to 100 than its size. means that it will give your skin the more hydration and plumping your skin. so thats why it is advising to put the HA on the damp skin. Basically for me, i used to cleanse my face and not try to dry it with face towel/tissue, just try to pat my face for 10/15 sec and directly applied the HA. Me myself have noticed a difference by putting the HA on the damp skin and dry skin. my skin feels more hydrate if i put it on damp/wet skin rather on the dry skin.

What Is Damp Skin? Your skin is referred to as damp when it is neither dripping wet nor dry but just slightly wet. This is when you've misted your face, gently patted it with a towel after cleansing or dabbed it with a moist cloth that leaves behind just enough water for a moistened feel on the skin.
