ELF - KimSays review for Pure Skin Toner

The basics: A moisturizing toner with oat milk, aloe juice, and niacinamide. My thoughts: This basically feels like putting a moisturizing water on your face. Does that make sense? It’s nice, easy to apply with my hands (which is how I prefer to apply toners), and gives a little pop of moisture right after cleansing. I am using the toner in conjunction with the cleanser and moisturizer in the Pure Skin line. All of the products play well with the other steps in my AM routine: Vitamin C serum and niacinamide face oil.
